CBDT Invites Public Input on Proposed Income-tax Rules & Forms (2025-26)

The Central Board of Direct Taxes (CBDT) has issued a press release seeking feedback from stakeholders regarding the new Income-tax Rules and Forms drafted to align with the Income-tax Act, 2025.

  • Effective Date: The Income-tax Act, 2025 (which received Presidential assent in August 2025) is set to come into effect on 1 April 2026.
  • Purpose of Consultation: To ensure wider stakeholder participation and refine the proposed rules and forms before their final notification.

  • Core Objectives for Feedback: The department is looking for suggestions specifically in these four areas:

    1. Simplification of Language: Making the rules easier to understand.

    2. Reduction of Litigation: Minimizing legal disputes.

    3. Reduction of Compliance Burden: Easing the process for taxpayers.

    4. Removal of Redundancy: Identifying obsolete rules and forms.

  • Submission Process: A dedicated utility is live on the e-filing portal. Users can log in using their name and mobile number via OTP-based validation.

  • Requirement: All suggestions must clearly cite the specific rule, sub-rule, or form number to which the recommendation refers.
